Allow administrators to resend the original request to serve to those who have not responded.

Yes, if you click the little refresh icon (an arrow in a circle shape) next to the tardy person, they'll be put back on the reminder cycle.

Another thing you can do is click the envelope icon at the top of the schedule for that week, and then remove everyone who has confirmed, and leave only those who have not.
