Add to the schedule by filling out the order of service

Another approach to this (this requires associating an Element Type directly to a Role, which could be done when creating the Element Type, but might be a bit complicated), would be to allow new roles and people to be added at the bottom left hand side of the Church Service and Elements page, where the Schedule is already listed (perhaps another Add New link; it would only allow already existing Roles to be added, and then people would be selected)
